By this it will be seen that there were 389 persons placed upon probation. If these had been committed to the penal institutions it would have cost the state about $175 per annum to maintain each person, or a total cost of $68,075. The state has been to some expen.se to look after these raen, but from an economic standpoint this law is a money saver. In addition to the relief; of the state from the burden of support, it may be assumed that these men were employed in useful pursuits and therefore continued to be of economic and social value to their fellowmen. It has been argued by some t lui t the measure is a failure because judges will make mistakes in extending the privilege of probation of certain men. This objection may be answered by the query, do not judges sometimes make mistakes in commiting men? No system for treating criminals is perfect.
